Property owner pitches apartment complex in Woodland Hills

The owner of a parking lot in Woodland Hills wants to replace it with a six-story apartment complex along the 101 Freeway.

Dan Hosseini, whose limited liability company is based in Culver City, has filed plans to build the 54-unit complex at 19923 West Ventura Boulevard, Urbanize Los Angeles reported.

The lot owned by 19923 Ventura LLC is north of the boulevard next to the freeway, and across the street from a popular In-and-Out Burger, according to a statewide database run by the San Francisco Chronicle. The firm is run by Dariush Hosseini, head of AMC Construction, according to state business records.

Plans call for 54 studio, one- and two-bedroom apartments above 1,250 square feet of ground-floor shops and restaurants. A parking garage would serve 41 cars.

Hosseini would employ density bonus incentives to permit a larger building with less parking  than local zoning rules allow in exchange for six affordable apartments for very low-income households. A construction timeline was not disclosed.

The project, designed by North Hollywood-based Aaron Brumer & Associates, would be built atop a podium with an O-shaped footprint, with a central courtyard and a couple of rooftop decks. The building would have vertical windows and inset balconies, according to a drawing.

While Ventura Boulevard has seen relatively few new homes in recent decades, new zoning rules being contemplated by planning officials could bring more multifamily buildings to the San Fernando Valley’s largest commercial corridor, according to Urbanize.

California Landmark Group recently proposed a 578-unit apartment complex at 21241 Ventura Boulevard in Woodland Hills.

Nearby, West Hollywood-based Emser International filed plans for an office-to-residential conversion at 6464 Canoga Avenue. Meta Housing, based in Sawtelle, is looking to build a 301-unit apartment complex at 21300 West Oxnard Street.
