Kansas twins plan 124-unit project in LA’s Exposition Park

Bryan and Chris Elsey — the student housing development duo from Manhattan, Kansas — have submitted plans for another mixed-use project in Los Angeles’ Exposition Park.

The Esleys’ West Exposition LLC is seeking to replace a 6,600-square-foot commercial building at 3760-3764 S. Normandie Ave. with a five-story, 128,000-square-foot, mixed-use structure. The development would include 124 residential units, with 12 units reserved for extremely-low-income residents.

Property records show that the brothers’ LLC purchased the commercial building for $6.9 million in October 2018.

The twin brothers — who manage the design and contracting companies Prime Design, Prime Built and Prime Place — have been embarking on a number of housing developments in Northern and Southern California with an eye towards creating “vertically integrated” housing developments in walkable communities.

Last March, they filed plans to build a 129-unit housing development just west of USC with 129 units, with 13 set aside for low income residents.

Their L.A. projects typically qualify for incentives from LA’s Transit-Oriented Communities because they include affordable housing units constructed near transit stops.
